Candidate's Statement

Rick Staly is a veteran law enforcement officer, successful Flagler County business owner with forty years of public safety experience. Experienced Leadership Rick has over thirty years of leadership experience including over eight years as Undersheriff, second-in-command of the Flagler and Orange County Sheriff\'s Offices. As Undersheriff in Flagler County he commanded 265 employees and a $22m dollar budget. As Undersheriff of the 4th largest law enforcement agency in Florida he commanded over 2,000 employees and a $120m dollar budget. Rick owned a security company based in Palm Coast until the business was acquired by a national security company in 2012. Committed to Making Flagler County Safer and Training Our Deputies Rick is credited with starting the Flagler Sheriff\'s Office first Fugitive Unit; first CSI Unit; Pay My Jailer program, where persons arrested are billed for their housing costs reducing the costs to taxpayers; and, working in a public-private partnership to obtain a $1.2m dollar grant to provide local crisis mental health services. Deputy Sheriff training, technology and equipment were significantly improved while he was Undersheriff. Proven Crime Fighter and Police Administrator Rick joined the Orange County Sheriff\'s Office in 1977 as a Deputy Sheriff and in 16 years had been promoted to second-in-command. As Undersheriff in Orange County Rick is credited with implementing community policing and Problem-Oriented Policing Units; Implemented crime reduction strategies resulting in a –14.7% reduction in violent crime and a –9.8% reduction in property crime. Rick successfully implemented international and state accreditation, strategic planning, less lethal weapons, community on patrol and integrity and ethics training. Born in Florida, Roots in New York, Committed to Flagler County and Professional Police Administrator Rick was born in Florida while his dad was stationed in the U. S. Navy but his family roots are in New York. His wife is from Brooklyn and Staten Island and Rick\'s family is from New York City, Rochester and Grand Island. Rick relocated to Flagler County 10 years ago and has been an active community member. Rick is Methodist while his wife is Catholic. Rick is Past President of the Rotary Club of Flagler County and Past President and Board Trustee of Crime Stoppers and a member of B.P.O.E 2709. As Rotary President Rick obtained a district grant and in a collaborative effort built a fresh water system for the Daytona North area. Rick is a member of the Fraternal Order of Police - Patrolman Phillip Cardillo Memorial Lodge 171. He is Past President of the Central Florida Criminal Justice Council, Past National Treasurer and Past Florida Chapter President of the Southern Police Institute Alumni Association. Rick is a member of the Florida Police Chiefs committee on Public-Private Partnerships and has been awarded lifetime membership in the National Sheriff\'s Association, International Association of Chiefs of Police and Florida Police Chiefs Association. Rick is a member of the Florida Sheriff\'s Association and the Volusia-Flagler Police Chiefs Association. Rick holds secret security clearance in the FBI\'s Joint Terrorism Task Force. Experienced as Police Trainer, College Adjunct Professor Rick has served as a subject matter expert for the Florida Criminal Justice Standards and Training and was a Board member for the J. C. Stone Memorial Police Academy. Rick has taught graduate level course for Webster University and undergraduate courses for Phoenix University. Rick was appointed by Florida Agriculture and Consumer Affairs Commissioner Adam Putnam to PIRSAC representing security companies throughout the state. A Cops Cop - Medal of Valor, Purple Heart and Governor\'s Medal of Heroism Recipient Rick has received many awards for his service including VFW Officer of the Year, Kiwanis Officer of the Month, Distinguished Service Medal and the Medal of Valor, Purple Heart and Governor\'s Medal of Heroism after being shot while saving the life of a fellow Deputy Sheriff.
