He is a 1982 graduate of Dunedin High School and one of the 5% who join scouting to earn the rank of Eagle Scout from Troop 58, Dunedin, FL. In 1984, Randy enlisted in the U.S. Coast Guard and became a Search and Rescue boat driver, federal law enforcement officer and law enforcement and defensive tactics instructor. In 1992, Randy married Michelle (Burnham) Evans and they have two beautiful daughters, Nicole (17) and Emma (14). He put himself through college while raising a family and earned a Master’s degree. In 1995, he became a Special Agent for the Coast Guard Investigative Service. Over his 27 year military career, Randy was the Resident Agent in Charge of three offices and the acting Assistant Special Agent in Charge of two multi-state regions. Following the terrorist attacks on September 11, 2001, Randy served as a Federal Air Marshal. He conducted foreign and domestic dignitary protection for President George W. Bush, and the Commandant of the U.S. Coast Guard in Moscow, Singapore, Sweden, The Netherlands and El Salvador. As a Special Agent, Randy has nearly $40 million in federal and state fines to his credit and a 100% conviction rating for all cases adopted for prosecution. Randy is proud to have honorably served our country as one of the less than 4% to enlist in the U.S. Coast Guard and earn a Commission as a Chief Warrant Officer. Education: M.A. in Security Management, American Military University (3.94 GPA) B.A. in Criminal Justice, Columbia College (3.6 GPA) A.A. in General Studies, Central Texas College Dunedin High School, Class of 1982 Memberships/Affiliations: USCG Chief Warrant Officer’s Association; USCG Chief Petty Officers Association (Silver Lifetime Membership recipient); International Association of Chiefs of Police; Florida Sheriff’s Association; Lakeview Community Church; Pasco County School volunteer; POA Deed Restriction Compliance Committee, chairman; American Legion, Holiday, FL; AMVETS, Odessa, FL; and the National Rifle Association. Candidate Statement: I believe my proven leadership as an Eagle Scout and 27 year Coast Guard career make me uniquely qualified as your next Pasco County Commissioner. I will work hard to attract businesses to Pasco County to create jobs and ignite economic growth. As a life-long Republican, fiscal responsibility is in my nature. Reckless spending is not only irresponsible, it affects essential programs. I am committed to maintaining county services and will support Pasco County parks and recreation; our residents depend on them and they attract tourism. I am against Park Fees. Keeping libraries open helps our unemployed find jobs. Keeping our pools open provides entertainment and recreation, and prevents delinquent activities. As a career federal law enforcement officer, special agent and shipboard firefighter, I have an intimate knowledge of what it takes to provide for public safety and security. I will work with the Sheriff and Fire Department to keep costs low, while providing the best services possible to Pasco County; we cannot attract growth if our businesses and citizens are not safe. As a veteran, I have a vested interest in veteran’s benefits and will work with veterans to ensure we are receiving the best services possible. I love animals and will work to ensure Pasco’s Animal Services are provided the tools they need. With one of every eight homes in our country being liquidated, we need to ensure that our homeless population’s needs are met and their dignity restored. Many Pasco County residents rely on Public Transportation as their only means of transportation to get to and from their jobs, stores and places of recreation; my goal is to expand public transportation routes and increase ridership.
