Ray Cowen District 5 www.RayCowen.com 4573 Colleen Street 624-3647 A Professional Engineer, Ray Cowen is ready to lead Charlotte County on the “Road to Responsibility” I believe in the importance and value of giving back to my community, and that elected officials must be fiscally responsible and accountable. I offer the County, its residents and businesses my analytic skills, policy expertise, and the engineering and environmental planning skills to make reasonable, balanced and sound decisions. Like so many County residents, we lost our home to Charley and we have just completed the, long, arduous and costly process of rebuilding. I can only begin to imagine the emotional and economic toll on our seniors and all citizens who did not have my technical background to navigate the process dedicated Charlotte residents needed to follow to keep our homes,and before we enact new policies, we need to bring to the process an understanding of the impact on our individual residents. Ray Cowen is married to Florida native Barbara Jefferies for 19 years. Son Geoffrey lives in Maryland with his wife and 3 children, daughter Jennifer is a new homeowner in Sarasota, FL. Cowen received his Bachelor of Science in Civil Engineering from Lowell Technological Institute now known as University of Massachusetts Lowell. As a Registered Professional Engineer, his 33 years of service as an environmental regulator culminated as the NYS Department of Environmental Conservation Long Island Regional Director where he navigated the complex concerns of elected officials, the development and business community, and highly involved and articulate environmental groups.
