Candidate's Statement

Jim has been a resident of Charlotte County since early 1989. Fron New York\'s Long Island. Despite professional and personal challenges Jim has remained a continuous resident of Charlotte County. He has started several businesses in this area, providing employment to area residents. His varying background gives him the unique experience necessary to communicate and effectively respond to the needs of a wide range of area residents. Jim retired from RIKER\'s ISLAND while with the New York City Department of Correction with the rank of Captain. While employed by the City of New York, he was involved in the opening of several new correctional facilities on Riker\'s Island. These included the Adolescent Reception and Detenetion Center (ARDC), Juvenile Offender Detention Center (JODC)and the Anna M. Cross Center (C-95). He was assigned to the House of Detention for Men and later increased his knowledge of that Department by being assigned to the Womans House of Detention. He left there shortly after being injured in a riot at that faciility in late 1979. He was then assigned to Transportation Division he was one of the first officers to transport inmates afflicted with AIDS. He learned about the disease from the expert\'s at Montifiore Hospital. He assisted his father, Warden John C. Gallagher in discussions concerning this deadly disease while his dad supervised the formation of the first AIDS related housing area at Riker\'s Island Hospital while serving as it\'s Commanding Officer. Jim\'s knowledge of the Department and its operation lead to his assignment to the Chief of Operations Office, NYCDC, for the preparation of the next promotional examination for Captain. Jim retired from the North Facility where he had been in charge of the Receiving Room, Clinic and Office areas. While a Captain, the supervision of officers being responsible for 300 to 600 inmates per day was not an unusual assignment. He received his B.A. in History from Hofstra University (Originally attending its Honor\'s College-New College), Master of Professional Studies (MPS)in Criminal Justice from Long Island University,CW Post College, a Master\'s Degree in Special Education from LIU,Command and General Staff College, Military Police Officers Advanced Qualification Course, Special Forces Operations Course and several other U.S. Army courses. In all his endeavors, Jim has served his profession and community. He is/has been a manuscript reviewer for the American Correctional Association, taught a Drug Abuse Education course at a local college, Correction Captain\'s Association union representative, Board of Director for the Florida Association of Licensed Investigators (FALI), one of the Original Founders (Charter Member) and presently in his second term as Third V.P. of Florida Association of Private Investigators (FAPI),former Trustee for Lodge 66 of the local Fraternal Order of Police. Jim has also sat on the Board of Directors of the Lake Rio Townhomes Homeowners Association and was a member of the Conquistadors, a local group fostering communiity pride and good works. Jim served his nation by enlisting in ROTC in 1969. He stayed after receiving draft number 356, commissioned a 2 Lt. Imfantry. Volunteering for Vietnam he was assigned to the NYARNG due to the shift in the war\'s manpower needs. He consistently held positions above his grade and while serving as a young 2Lt he was the Assistant S-3 (Air) for the 1st Brigade, 42nd Inf. Division. He also served as a Platoon leader, EX-O and Commander Company of Company A, 1st Bn 71st Infantry, NYARNG. While it\'s company commander, Co A was one of the few full strength companies, at that time, in the 42nd Div. Jim\'s loyalty and trust in his men was exceeded only by theirs to him. He has served in Battalion, Brigade and higher staff positions. He has received awards for his organizational skills. Jim was one of the first reservists to supervise active army troops while assigned to the Provost Marshal Office at Fort Dix, New Jersey during the Mariel Boatlift. He is currently assigned to the Retired Reserves with the Rank Of Major. Jim believes that as Sheriff he can bring the Sheriff\'s Office back to where it belongs. He envisions a Fair, Honest, Community Based and Focused organization. He sees that it is not only possible, but imperative, that the citizens of Charlotte County know and respect the Deputies who will Protect and Serve their community. Deputies and Superior Officers of the Sheriff\'s Office will adhere to a \"Do as I Do\" rather than a \"Do as I Say\" ethic. Jim envisions the revitilization of Community based patrolling, the ending of obstructive \"traffic stops\", a proactive involment with the youth of our comunity though increased PAL type activities. He plans to revitilize the Reserve Officer and Special Deputy Programs and enlist more help from retirees and other professionals in Charlotte County.
