Candidate's Statement

Cornelia Downing Manfre CCIM

Cornelia Downing Manfre grew up in Washington, DC and graduated from Fordham University in 1979 with a Bachelor of Arts majoring in Urban Studies and French.  She was employed by Fortune 100 firms in New York in their respective corporate real estate departments overseeing the purchase, sale and leasing of firm assets. 

After moving to Palm Coast in 1999, Cornelia became a Florida Real Estate Broker and was instrumental in the sales of major land sites in Flagler:  6,800 acre land sale to Palm Coast Holdings, Kohl’s, Belk, Lowes and Publix/SunTrust in the Hammock. 

She has received the CCIM Designation from the CCIM Institute of Chicago, IL.  The designation was earned after 160 hours of case study, portfolio submission and complete comprehensive examination.  She has received numerous commercial awards for expansion in Flagler County of job opportunities.

Currently, Cornelia is a member of the ONE Sotheby’s International Realty firm in Palm Coast.  She is wife to Former Sheriff Jim Manfre, her children all attended Flagler Palm Coast Hight School, Catherine 2005, Alec 2007 and Barret 2015.  Catherine completed University studies at New York University and an MBA from University of Virginia Darden School, Alec at Georgia Institute of Technology and  Barret at Duke University.  Barret currently is serving as a Lieutenant in the United State Navy.

Cornelia’s vision for the City of Palm Coast include:

  •         Ensure quality leadership in hiring an experienced and educated City Manager.
  • ·       Increase commercial and industrial tax base to lighten the residential pressure on        taxes.  Presently we are at 8% commercial tax base and it should be at 25%.  This would provide more good paying jobs as well.
  • ·        Make sure roads and swale maintenance are a priority
  • ·        Bring a long overdue full YMCA to the City
  •          Ensure sustainable growth by protecting our environment , trees and providing clean water
  • ·        Synchronize lights so traffic flow more quickly to save gas and reduce pollution
  • ·        Using her budgetary experience as a CCIM, she would provide oversight of the city budget to make sure taxes are spent wisely and efficiently.
  • Encourage affordable housing for our young people and our seniors using state incent
