Alberta Hipps is an experienced business and community leader with proven success at negotiating complex public/private partnerships and building consensus for significant community projects. She has a background in healthcare and is a distinguished former Jacksonville City Council President. Her background also includes a broad scope of formulating public and private policy and guiding administrative and legislative decisions.

Most notably is her crucial leadership role in the 1993 Base Re-Alignment Commission (BRAC) process and the subsequent conversion of Naval Air Station Cecil Field from military to civilian aviation/commercial/recreational uses through a community vision planning process.

Under her tenure and collaborative work with federal, regional and local elected officials as well as community stakeholders, the city implemented the visioning plan known today as Cecil Airport, Cecil Commerce Center/Alliance Florida and Cecil FSCJ campus. Her service as an elected official was highlighted by her leadership coordination with Mayor John Delaney for City Council approval of the $2.2 billion Better Jacksonville Plan.

Alberta has been president of Hipps Group Inc. since 2004. She’s served on the Florida Association of Counties Board of Directors; was appointed by Gov. Jeb Bush to the Florida Growth Management Commission; Chaired Northeast Florida Regional Planning Council and the Jacksonville Area Metropolitan Planning Organization (MPO/TPO). She was appointed by both Govs Jeb Bush and Charlie Crist to the state’s Workforce Florida Board; Mayor John Peyton appointed her to the Jacksonville Journey Task Force and she chaired the City Council’s Public Services Grant Council. In 2019, she was a member of the City Council’s Open Government Task Force.

Frank and Alberta have two grown children, a son Darby Hipps and daughter Lara Hipps and one granddaughter Sarah Hagan Hipps.
