Candidate's Statement

Hello,

I would like to take this opportunity to introduce myself, candidate for Walton County Property Appraiser. I am Sandra Carter, a dedicated employee with the Walton County Property Appraiser's office for over 35 years.  I am the only qualified candidate with experience and knowledge in all phases and operations within the office.  During my 35 years, I have worked and advanced to my current position as Director of Administration.  I earned that position by accumulating an in-depth knowledge of all aspects of the property appraiser's office.  I have obtained vast knowledge with experience, education and training in appraisal methodologies, sales qualification and verification, budget and finance, Truth in Millage, Value Adjustment Board, property tax exemptions and records management.  I hold the State of Florida, Certified Florida Evaluator designation with over 250 course hours in appraisal and valuation of real and personal property, together with unsurmountable certification hours with the Florida Department of Revenue.  I am responsible for payroll management, human resource, annual procedural audits, property tax roll analysis, preparation and submission.  My duties also include personnel training and management where I train staff in legislative changes, new laws and exemptions that affect Florida's property tax structure.  I maintain communication and working relationships with fellow constitutional offices, local taxing authorities and other county government offices. 

My entire career has been dedicated to the Walton County Property Appraiser's office. I would like to take my service and dedication to the next level as Property Appraiser.  35 years ago, 5 employees did it all!  As the office continued to grow, job duties became specialized with job titles and descriptions, I advanced to different roles within the office where I gained my experience and in depth knowledge, starting in customer service, working with deed transactions, exemption approvals, appraisal techniques and procedures, to Tangible Personal Property Supervisor, Office Manager to current position as Director of Administration for the past 7 years.  I am a graduate of Walton High School and Northwest Florida State College with a degree in Business Management.  I am a member of International Association of Assessing Officers, The Florida Chapter of International Association of Assessing Officers, Society for Human Resource Management, and State of Florida Notary Public. 

I am a lifelong resident of Walton County, living in DeFuniak Springs and married to my husband, Eddie, of 40 years.  We have two children, Blon and Morgan, one grandson and 4 granddaughters.  I am very active in my grandchildren's school and sports activities and enjoy camping, swimming, and spending time with my family.  I am an active member of Pleasant Ridge Baptist Church, where I serve on several committees, including Ridgefest Annual Christian Festival. 

I have been a part of Walton County, watched the office transition from a paper environment to an electronic digital world.  I watched the growth of Walton County from each county line to our beautiful beaches to all the communities and cities in between. 

The Property Appraiser's office is a major component in our local government.  I offer Walton County my knowledge and experience of 35 years to continue the same integrity and professionalism this county has recognized with my predecessors.  I am qualified, certified and prepared to start on day 1.  It would be my greatest honor to serve Walton County as your next Property Appraiser.
