Candidate's Statement

Please vote to re-elect Marsha Winegarner to the Walton County School Board, in District 4.

Elected to the Office of Walton County School Board, District 4, in August 2016, I began serving in December 2016.   The students are my first my priority.   Managing the dollars for education is a close second.  I am currently the Vice-Chairperson elected by the Board in 2019 and again in 2020.  I have worked diligently with an effective team of School Board Members and the Superintendent to provide opportunity, rigor, and relevance for the students in Walton County.  As a Board Member I have fostered participation in local and state efforts to support the Superintendent’s campaign to be EPIC (Excellent, Professional, Innovative, and Collaborative). The new Dune Lake Elementary School and the addition of the South Walton High School were completed.    In 2017, I achieved Certified Board Member status from The Florida School Board Association (FSBA). I have completed FSBA workshops in  Governance, Finance, and Chairmanship. In 2018, I was elected by my peers in District 4 (Holmes, Jackson, Okaloosa, Walton, and  Washington Counties) to represent them on the Board of Directors of the Florida School Board Association and was recntly elected to serve a second term that extends through 2022.   I will continue to work diligently for the students and all of the voters.

My experiences and commitment enable me to bring excellence to preK-12 education.  My bachelor and  master’s degrees in Zoology are from the University of South Florida in Tampa.    I have published in state, national, and international science journals and newsletters and have presented science research to the American Society of Mammologist (conference and journals). I was a research scientist at The Archbold Biological Station and  focused on the natural history of opossums and then later bobcats. At the Department of Health in Tampa, Florida I was a part of the field team that studied the encephalitis transfer from mosquitos to opossums. 

After doing science I wanted to share my share enthusiasm with K-12 students. I focused on bringing interesting educational opportunities to K-12 students and continue to make this a lifetime goal. I taught science, first in Lake Placid schools in Highlands County, FL and then at Walton High School (Biology, Chemistry, and Unified Science) in Walton County from 1986 until 1993. I taught in the Nursing Program at the South Florida Community College, Avon Park, Highlands County, FL (1983-1985) and then Zoology, and Human Anatomy and Physiology at Okaloosa-Walton Community College, DeFuniak Springs campus, in 1989-1991.

In 1993 and until 2005 I  was  the K-12 Science Supervisor for the Florida Department of Education in Tallahassee.  Responsibilities included leading teams to develop the Sunshine State Standards, science textbook adoptions, the Sunshine Scholars Program, and district science curricula throughout Florida.  My Florida Teaching Certificate in science and a Florida reading endorsement are current.  After working and learning from seven different Commissioners of Education, I left the State Department to work full time in Walton County Public Schools. I provided professional development in literacy and technology through one-on-one coaching and modeling in Walton County Schools (2005–07). This led me to a position at Educational Tools, Inc where  I developed and implemented science and literacy programs for Educational Tools, Inc., and Triumph Learning (2007-12), and continued to serve on many national educational review committees. 

From 2012 to 2015 as MLSW Consulting, I provided professional development both on-site in classroom and in workshop settings in the areas of reading, science and mathematics in Florida, Texas, and other eastern states. I assisted school districts and teachers in developing strategies to implement the content, to promote science laboratory safety, and assist in curriculum planning and implementation that is hands-on and content rich.

As a member of  the Alpha Omicron Chapter of Delta Gamma, I served two terms as president and two terms as treasurer.  I am   an active member of the DeFuniak Springs Pilot Club.   I am an associate member of the Council of State Science Supervisors (member since 1994), a board member of the Florida Foundation for Future Scientists and the Florida Association of Science Teachers (President 2011), and a member of the Florida Association of Science Supervisors.  I have served in the National Science Teachers Association as a District Five Director, the Professional Development Committee and on many committees including the current chair of the “Science Matters” advisory board. I have served on the Advisory Board of the National Elementary Science Coalition.

Some of my honors include: a Fulbright Memorial Fund Teacher Program Scholarship to Japan; participant in several Leadership Institutes of the National Research Council; Teaching Fellow at the Research Science Institute founded by Admiral Rickover at Massachusetts Institute of Technology (1992), University of California (1990), and George Washington University (1986 and 1989); the Florida Science Educator of the Year (2001); Florida Davis Productivity Award (1998); Florida Department of Education\'s Superior Accomplishment Award (1997); Florida Department of Education's Outstanding Service Award (1995); Who's Who in American Education (1994); Who's Who Among America\'s Teachers (1992), Walton County Teacher of the Year (1988); and National Outstanding Biology Teacher Award (1981).

My husband Chet and I have lived on our farm with horses, cattle, and trees in the Alaqua Community south of DeFuniak Springs for over 30 years.

My goals as a member of the Walton County School Board remain as promised and delivered in 2016.  I will work with the Board to guide policy to make school time valuable time for students, increase the depth of content across the curriculum, use tax dollars wisely, and improve communication between school personnel and the students, parents and dedicated citizens to make our schools meet the needs of the students and community.

Please vote to re-elect Marsha Winegarner and keep her on the Walton County School Board.
