Candidate: Phil Chester

My name is PHIL CHESTER, and I am asking for your support and vote to continue my public service to our community as your Beach Mosquito Control District, Seat 2 representative.

My community service for the beach began when my family, Andrea, Brannon and Colby moved here from Georgia in 1997. Our family has always been a particpant and servant of the community through our local church, sports programs, and the beach schools. Our oldest son, along with his wife and family live locally in the beach community. In 2014 I became a member of the Optimist Club of the Beaches where I am a part of supporting childhood cancer within local families.

Recently completed eight years of service as City Councilman Ward 2 where my dedication to the citizens was apparaent by not missing a meeting in the tenure of my eight years. During my two terms I served as Vice Mayor for two years and played a role in vital improvements for our city without the implementation of an ad valorem tax/property tax to the citizens of the City of Panama City Beach. To name a few of the major projects included stormwater improvements throughout the city, new fire and police stations completed without debt, and focus on our beach safety. I also served on the Tourist Development Council (TDC) for eight years, serving as Chairman for two years. This role provided an opportunity to work on the allocation of tourist tax dollars for beach renourishment and beach safety. The last two years of my service as a councillman allowed me the opportunity to serve as Chair of the St. Andrew and St. Joseph Bays Estuary Program where the goal was to improve and maintain healthy resilient bays and estuarine habitats that support our natural systems, recreation, fisheries and economy.

The knowledge and experience I have gained in the past eight years will be beneficial in the role as your Seat 2 representative. My goal will be to protect the public health, maintain a well-managed budget to ensure a safe environment for the beach residents.
