Supervisor, Village Community Development District 10

Jim has served on the Village Community Development District 10, Board of Supervisors (CDD 10) since 2020. Prior to his retirement in June 2017, Jim served over 21 years as an Inspector General in Florida State government. As Inspector General for the Florida Department of Health, his responsibilities included management of the internal audit and internal investigative activities within the Department. He has over 40 years of internal audit, accounting, and investigative experience in government, industry and public accounting. He previously served as Inspector General for the Florida Agency for Health Care Administration, Supreme Court of Florida, Florida Department of Commerce, and Florida Department of Banking and Finance. He previously served as Audit Administrator in the Executive Office of the Governor, Office of the Chief Inspector General, and participated in assessing the financial status of the City of Miami, including the develop of a recommendation that the Governor appoint a financial oversight board for the City.  He has also taught financial accounting at Florida State University as an adjunct instructor and was an instructor with the Association of Inspectors General Certification Institute from 2008 to 2017.

Jim holds a Bachelor of Science with concentrations in accounting and finance and a Master of Business Administration from Florida State University. He is a Certified Public Accountant, and prior to retirement, Jim held professional designations as a Certified Internal Auditor, Certified Information Systems Auditor and Certified Inspector General.

Jim is a member of the American Institute of Certified Public Accountants.  Prior to retirement, he was a member of the Association of Inspectors General, and the Institute of Internal Auditors and served the Tallahassee Chapter of the Institute as president, treasurer, and member of the Board of Governors. He also served on the International Internal Audit Standards Board from 2001 to 2009, and as a member of the Board of the Florida Audit Forum.

Jim is a Florida Licensed Real Estate Broker (inactive status) and previously was a Florida Licensed Real Estate Instructor and taught real estate sales associate pre-licensing classes.

Jim is a volunteer with the Office of the Attorney General’s, Seniors vs Crime Project, assisting individuals involved in civil disputes with contractors and other businesses who may have defrauded or otherwise taken advantage of them financially. Jim also volunteers as Santa on the Lake Sumter Santa Boat Rides and at other holiday gatherings in The Villages.

Jim is the father of four children and seven grandchildren.  He and his wife, Laure, are busy loving The Villages lifestyle and are very active in their neighborhood.
