Meet Gloria Rowe Hayward: A Lifetime of Dedication to Sumter County

With deep roots in Sumter County, Gloria Rowe Hayward proudly stands as a 4th-generation resident. As the daughter of a U.S. Navy veteran, a devoted mother of two sons, and a loving Granny to seven grandchildren, Gloria’s personal and professional life is a testament to her commitment to our community.

 

Educational and Early Career

A graduate of Wildwood High School, Gloria’s public service journey began in 1970 through the Cooperative Business Education program, which led to her hiring as a student Deputy Clerk in the Recording and Finance Department. Her dedication and hard work quickly propelled her career, and by 1974, she was promoted to County Court Division Supervisor. During her tenure, she worked under three elected Clerks, gaining valuable experience and insights into the operations of the Clerk’s Office.

 

A Legacy of Service

In 1996, Gloria was elected Clerk of Court and Comptroller, a role she has proudly held for 28 years. Her remarkable 55-year career at the Sumter County Clerk’s Office is marked by unwavering dedication and exceptional leadership. Here are some of the key highlights of her tenure:

 

·         Early Roles and Advancements: Gloria’s career began with a focus on the Recording and Finance Department, leading to her promotion to County Court Division Supervisor. Her cross-training in various divisions provided a comprehensive understanding of the Clerk’s Office operations.

 

·         Management of County Court Division: Gloria effectively managed the County Court Division for 21 years, overseeing court attendance, financial reporting, training, and budgeting. Her leadership was crucial during the transition to Florida’s two-tier court system established by Article V, which reshaped the Clerk’s responsibilities.

 

·         Teen Court Program: In 1997, Gloria established the Teen Court Program, an innovative juvenile diversion initiative. This program allows first-time offenders to avoid a criminal record through a series of sanctions. Successful completion results in case dismissal by the State Attorney. Under Gloria’s leadership, the program has become one of Florida’s most successful Clerk-managed juvenile diversion programs.

 

·         Technological and Operational Advancements: Gloria played a key role in developing procedures for the Offender-Based Tracking System (OBTS), tracking criminal cases from arrest to disposition. She also secured grants to modernize technology, including essential software and hardware upgrades.

 

·         Financial Management and Reporting: Since her election, Gloria has expertly managed a bifurcated budget, ensuring the collection of fines and costs, compliance with mandatory state reports, and statutory adherence. Her rigorous management has led to outstanding audit results and earned the Florida Government Accounting Award.

 

·         Commitment to Transparency and Accountability: Gloria has established high standards for accountability and transparency in her role, maintaining the highest operational and ethical standards in the Clerk’s Office.
