Candidate’s Statement

 

WHY I AM RUNNING FOR RE-ELECTION FOR ECUA DISTRICT 1

 

Six years ago, I ran for your ECUA representative for District 1.

I was born and raised in West Pensacola. I have a sincere desire to make this community a better place to live, work, raise a family and build a business.  Listed below are the action items I promised and delivered during my first two terms:

 

  • Lower rate hikes – Water & Sewer Rate Hikes during my first term were cut from an average of 5.16 to average of 3.55 and our most recent 2019 rate hike was 2.3% below CPI.  I would love to tell you rate hikes will end but they will continue until our system which is one of the oldest in Florida is repaired.  My promise to you is to keep them as low as possible.  I will not vote for a rate hike over CPI ever unless it is imperative to the health of our citizens.  I know funding the DEP mandated improvements has been difficult but both the Sanitary Improvement Fee and the Capital Improvement Fees will end in 2029 and our community as a whole will be much better for them. 
  • Accountability and Communication – I voted for live streamed ECUA Board meetings, Live Green Website, New Homeowner Packages for Realtors & Developers and Education for all citizens on how to better care for your aging infrastructure.
  • Expanded Recycling & Waste to Energy – During my terms we added CNG Sanitation Fleet in 2013 saving ratepayers over $1+ million per year; In 2015 we broke ground on a Regional Composting Facility which has now won numerous National Awards and diverts over $1+million in costs of drying sludge; In 2016 with the full cooperation of Escambia County BOCC we broke ground on a Regional Material Recycle Facility diverting over $1 + million in landfill tipping fees. We currently handle recycling from Walton County to Mississippi diverting costs to our rate payers and adding revenue to Escambia County tax payers.
  • Improved sewer system to address DEP Consent Order – In 2013 we approved a 16-year plan of reparation, reducing Sanitary Overflows tremendously, and commenced aggressive Inflow & Infiltration work.
  • In 2017 we commenced the complete overhaul of the technology of the ECUA and this project should be completed by 2021.  It has already cut dropped calls and streamlined work orders but over the next two years will include even more streamlined work and add customer friendly apps for payment, research and reporting.

With your continued Support I will work to:

 

  • Work towards planned growth in Escambia County to include Sanitation Growth Solutions and State or Grant Funding for Septic to Sewer Conversion.
  • Improve plant cyber security
  • Continue the upgrades to ECUA technology with customer friendly online bill pay, Cellular phone app accessibility and web portal outage map.
  • Continue the quest to be a leader in the region for Recycling and Waste to Energy Initiatives.
  • Better Communication with Constituents, Government Entities and Developers on Policies and Policy changes.   ECUA needs the reputation of being the “Best Government Agency to do Business With”

 

As a life long conservative Republican fiscal restraint is more than a motto, to me it is a life-style.  Before asking you to tighten your belt another notch, I believe that government must continue to tighten its’ belt.  Like you I believe a better future for our community starts with our vote—from the top to the bottom of the ballot.
