Voice for the Taxpayers’ Perspective...Not Special InterestsLifelong Taxpayer Advocate This June Mayor Netts opened discussion of bringing back the much disliked Utility Tax to cover an anticipated revenue shortfall in City revenue in 2017. In 2012 a 6.5% Electric Tax for 20 years was rolled out by Mayor Netts. It was rejected by a huge outpouring of Voters at the City Council’s first reading. I publicly stated then that this Tax would return if the City could not control the fast paced spending. It is here again because the City failed to live within its means. There remains a possibility this “New Tax” could be passed prior to the 2016 Election in a “end run” around the Voters just like the Mayor and Council did with the new city hall. All that is required is three votes on the current Council My position has never changed, “No New Tax For Palm Coast” If elected Mayor I will oppose it. If the lame duck Council passes this oppressive tax, I will make a motion to rescind it as my first act as Mayor. My Positions : • Fiscal Responsibility Will Be Job One. As Mayor I will work for an independent audit of the last 10 years of operation of all City departments. We are a City, only 16 years old, with over $200,000,000 in debt! My focus will be to examine and safeguard all transfers from our Utility Enterprise Fund. • Palm Coast Must Live Within Its Means. Just like our families and successful businesses, we can not spend what we don’t have. Our City is an exceptional place to live and it generates a solid revenue base that if properly administered will meet our needs. These needs do not include the needs of developers, special interest individuals and corporations that have been successful at getting the Council and Mayor to subsidize infrastructure for private ventures at taxpayer expense. • Charter Review. The City was brand new in 1999 but yet has not “looked under the hood” for nearly 16 years! We are more than ready for a review by a commission of our residents. They may recommend to the Council changes for further deliberation that would be brought to binding referendum. Charter review is a process employed by most municipalities every 5 to 10 years to maintain effectiveness. • Constant Turmoil, City Manager and County Administrator, Why ? The City and County both enable this behavior because they allow these managers to tell them how to set the respective agendas. As Mayor I will not be an enabler of this unproductive mode of operation because it factors out the will of the Voters. Professional Experience : 40 year Business Owner & V.P. Operations, General Contracting & Property Management. Construction of Commercial and Multi-Family, PUC approved Water Companies, DEP approved Treatment Plant, Restaurants, DOT Expansions, Municipal Pumping Stations, High Rise Residential. Successfully worked with all levels of government from the private sector to successfully accomplish this full spectrum of projects. Our company was a major corporate donor for a new YMCA and Hospital. As V.P. I signed the checks and reconciled with our Treasurer. My Core Beliefs : • The Florida Constitution must be fully known by all representatives who take the Oath to uphold it. • The U.S. Constitution and Bill of Rights = Our American Legal Foundation. • A limited Federal government with minimal Federal Intrusion in Flagler County. • Returning to and maintaining the existence of a sovereign Florida. About Dennis : Married to Janet for 42 years, blessed with three adult children who contribute uniquely as Contractor/Broker, Corporate HR Manager and Doctor. My years as a young father involved me in school & community activities and initiatives, helping build a Montessori school, preserving our local school in a regional system, coaching sports from T-Ball to AAU level basketball, and supporting Janet’s service as our town’s member of the Regional School Board. Her service continues since 2014 as our district 2 school board member.Today, I am active helping her push FSA/Common Core out of the Florida schools. I am a lifelong auto enthusiast and collector.
