Candidate's Statement

David is currently the Chief of Police for the Citrus County School District where he is responsible for the supervision of all aspects of school safety and school security for our district’s 16,000 students, 22 schools, and 2600 staff members. School safety has always been a priority for David from his early days as a School Resource Officer, to his selection as Chief of Police in 2020. David began his law enforcement career in June 1993 when he graduated from Withlacoochee Technical Institute’s Police Academy in Inverness and became a Communications Officer with the Citrus County Sheriff’s Office.

For more than 27 years, David’s career at the Citrus County Sheriff’s Office provided a plethora of well-rounded supervisory experiences, poising him for his journey into lifelong leadership. Those positions included:

·       Communications Officer

·       Road Patrol

·       Criminal Investigations

·       School Resource Officer

·       Corporal

·       Bomb Squad Commander

·       School Resource Officer Sergeant

·       Administrative Sergeant for Patrol Division

·       Lieutenant of the Training Division

·       Captain of the Training Division

·       Captain of the Patrol Division

·       Captain of the Special Operations Division

David’s first Division Commander role was the Training Division, where he was responsible for the training and certification of all sworn law enforcement for the agency, as well as the Director for the Citrus County Public Safety Training Center located at Withlacoochee Technical College and the Fire Training Center in Lecanto, FL. His responsibilities also included the Professional Standards Division which guided agency policies and accreditation with the Commission on Accreditation for Law Enforcement Agencies (National) and the Commission for Florida Law Enforcement Accreditation (State Level).

As a Captain for the Patrol Division, David oversaw the largest division and the heart of any law enforcement agency’s operations. At the time, the Patrol Division consisted of Road Patrol, Field Training Officers, Community Crimes Detectives, Domestic Violence Detectives, Traffic Unit and Victim Advocates. During his tenure in this division, David focused on community issues such as traffic enforcement, property crimes, and domestic violence. In 2018, David was able to secure the Florida Department of Transportation Grant that helped start and fund the Just Drive Citrus Campaign still seen today in our communities. It was also during this time that David was selected to attend the prestigious FBI National Academy in Quantico, VA. During this time, David was able to further his leadership education and collaborate with other law enforcement professionals from around the world.

David’s final assignment at the Citrus County Sheriff’s Office was the Captain of the Special Operations Division. This division included all Specialty Teams, Aviation, Marine Units, Community Relations (PIO’s), the Volunteer Unit, and Fleet Maintenance. At the time, David was responsible for the largest capital budget at the Sheriff’s Office of approximately 3.6 million dollars before retiring in October of 2020.

As a Florida native, David was raised in Pinellas County. He and his wife Angela moved to Citrus County in 1992. They are the proud parents of two sons, Ethan and Landon, who are both Crystal River High School graduates and are currently enrolled in college.
