Candidate's Statement

Judge Cofer was born in Radford, Virginia on June 27, 1952. He graduated magna cum laude from Duke University in 1974 with a B.A. degree in Political Science and Zoology. He obtained his law degree from the University of Virginia School of Law in 1977, and was admitted to practice law in Florida that same year. Judge Cofer began his legal practice with the firm of Mahoney Hadlow & Adams in 1977. He left that firm in 1980, and practiced criminal law for the next 18 years. He was appointed to the county bench by Governor Lawton Chiles in July 1998, to fill the vacancy caused by the death of Judge Al Washington. He was elected without opposition to his first full term in 2000. Judge Cofer is assigned to Division H of the Duval County Court, which calls for him to preside over criminal, civil, and traffic cases. He was chosen by the other Duval County judges to serve as Administrative Judge for the Duval County Court system during 2004. He has also served as a mentor judge for new county judges since 2000 by appointment of the Florida Supreme Court.
