Candidate's Statement

“St. Lucie County is poised for success. I am dedicated to continuing the efforts of the last eight years to build upon new and existing opportunities creating economic stability and a thriving community. Like you St. Lucie County is my home and I remain committed to ensuring a brighter future for all of its residents.”

 

Frances “Frannie” Hutchinson and her husband of 41 years, Robbie, reside in District No. 4 and have for the past 26 years. They have five children and are grandparents to eleven grandchildren. She is not only a native of St. Lucie County, she chose to remain here, raise her family here and work toward building a successful community for future generations. 

 

In 2010 Frannie was given the honor and privilege of representing all residents of St. Lucie County. She is a full time, hands on Commissioner that has been involved with both private and public organizations. As your Commissioner she currently serves as the Chair of the Board of County Commission and Chair of the St. Lucie County Erosion District. Frannie was a founding member of the County Coalition for Lake Okeechobee and has continuously been the Board of County Commission’s appointee during her term. She also serves on the St. Lucie County Insurance Committee, 19thJudicial Circuit Conflict Committee, Transportation Planning Organization, Treasure Coast Workforce Consortium, Regional Transit Organization and Value Adjustment Board. Her past community service involvement has been as a member of the St. Lucie County Fire Board, St. Lucie Habitat for Humanity, St. Lucie County Fair Association, St. Lucie County Agricultural Advisory Board, Heathcote Botanical Gardens Royal Palm Society and WPSL Christmas Kids and served as St. Lucie County Commissioner, Dist. 4 from 1998-2006.

 

In 2013 she was the recipient of the Florida Shore and Beach Preservation Association Local Government Award and was invited to testify on Capitol Hill on behalf of St. Lucie County for the protection of the Indian River Lagoon.

 

Frannie states that “If you believe that accountability in our government is necessary, that job creation/economic diversity should be a priority and believe in the importance of protecting and preserving St. Lucie County, then you and I have a lot in common.”

 

Frances “Frannie” Hutchinson is dedicated to being your voice on the issues that affect you and your families. Under her leadership she has worked for small business and job creation opportunities for all. She understands the responsibility needed to effectively lead St. Lucie County and implement County policies that will have a positive impact on the lives of our citizens. 

 

When Frannie took office in 2010 St. Lucie County’s unemployment rate was 14.8%, today it has remained steady with a 4.1% rating. Making good policy decisions and working with other community leaders in economic development, educational advancement and workforce training has resulted in over 2800 jobs being created in just this last year. 

 

Her passionate work to provide for our Veterans has resulted in the Ardie R. Copas State Veteran’s Nursing Home to be located in St. Lucie County, which is presently under construction. She also helped to implement dedicated parking at various County facilities for Purple Heart Recipients.

 

By working with Federal, State and Local entities Frannie has helped to implement the preservation and maintenance of over 9,000 acres of preserves, the renourishment of St. Lucie County beaches and the need to protect our Indian River Lagoon. Her experience and knowledge on key environmental issues has effectively aided in the completion of the Ten Mile Creek Reservoir, funding for the design of the C23/C24 proposed Reservoirs’, and continued Federal funding for our beaches. These vital projects are important to St. Lucie County’s long-term environmental quality.

 

Public safety of St. Lucie County residents has always been a top priority to Frannie. She has and will continue to support and ensure that the needs of the local law enforcement are met. This includes support of salary increases and needed equipment/vehicles. With the recent tragedies throughout the Country she understands the importance of having safe schools. She has always supported funding of school resource officers and remains committed and steadfast to working with local law enforcement and the School District to ensure the funding of additional school resource officers.
