Candidate: Leslie Rossway Swan

I am excited to announce that I am seeking re-election as Indian River County’s Supervisor of Elections for my fourth term.  It has been my great privilege to serve the citizens of Indian River County for the past 12 years as Supervisor of Elections.  I have extensive elections experience and have been involved with the planning and implementation of 39 elections in Indian River County.  Conducting fair, transparent, and trouble-free elections has always been my top priority. 

In order to provide service at the highest level, I believe that today’s elections professionals must commit to being well-informed regarding emerging technologies and be committed to continuing their education. I have achieved my national certification as a Certified Elections and Registration Administrator.  I also hold the designation of Master Florida Certified Elections Professional, which is awarded to elections officials who complete the Florida Certified Election Professionals Training Program. 

I have taken a proactive approach to secure the computer networks at the Elections Office.  My team and I work in partnership with The Department of Homeland Security to conduct cyber risk and vulnerability assessments to evaluate the Supervisor of Elections cyber protocols and protections.  I have also taken advantage of state and federal grant funds to purchase an advanced network server monitored 24/7 by the Multi-State Information Sharing and Analysis Center along with other tools to assist in preventing cybersecurity breeches. 

Enhancing public confidence in the election process and educating citizens of all ages is one of my top priorities.  Under my leadership, the Elections Office implemented a program providing facility tours for all ages, from pre-school to adults.  I have also implemented an internship program for high school and college-age students.  Democracy Days is another program sponsored by the Elections Office where our team goes into the classroom to educate students about the importance of voting and offer voter register opportunities at the same time.

In my position as Supervisor of Elections, I have focused my attention on continually making improvements to the Elections Office by implementing innovative ideas and acquiring state-of-the-art technology.  In 2017, I upgraded the County’s aging voting equipment and secured a new voting and tabulation system, at a cost $455,000 below the initial estimate.  To eliminate costly ballot inventory at early voting sites, our office installed ballot-on-demand printers which allow election workers to print precinct specific ballots for each voter.  My goal for the 2024 General Election is to have ballot-on-demand printers at every polling location to streamline the voter check-in process.

During my 19-year tenure with the Elections Office I have served in various capacities, including the Voter Outreach Coordinator, Qualifying Officer, and the Assistant Supervisor of Elections.  My priority is that the services provided by the Elections Office must always be administered in an impartial and non-partisan manner. I am not a politician.  I am a professional elections administrator dedicated to serving the public.  I humbly ask for your vote on August 20th.
