Hello, my name is Wiley Black, and I am seeking your vote to be your next Osceola County Sheriff. I was born in Georgia and moved to Osceola County when I was very young. I enlisted in the US Army and served approximately 3 years of active duty and 7 years on inactive reserves. After my enlistment I attend the Police Academy and applied with the OCSO and was hired. I knew from a very young age that I wanted to be in law enforcement.
I married my beautiful wife Stacie in 1989. We have four wonderful children and four grandchildren. We have raised our family in Osceola County. All our children graduated from Harmony High School and three of our grandchildren currently attend school here. Two of our children currently work at the OCSO, one works for a company that lives by their mission statement to give back to the community it serves, and one owns and operates her own business. We have raised our family to give back and to have a servant’s heart.
I have served the residents of Osceola County for 32 plus years while working in numerous divisions and units at the OCSO. My time in the military and hands on involvement in every unit I was assigned to has prepared me to be your next Sheriff. I know firsthand what it takes to lead and operate the Sheriff’s Office and provide safety and security to all our residents, business and tourist alike. I want to bring this agency back to the forefront of the Law Enforcement profession. I will do this by having true experienced ethical leadership. Being transparent with the good and the bad. Develop and implement overlapping redundant systems to protect our schools and children. Instilling a culture that understands and promotes proven policing concepts. Developing & maintaining unbreakable community partnerships & re-establish true relationships with our local, state and federal partners. I will provide our training and recruiting sections the support and leadership they need to hire the most qualified applicants available and keep our current employees trained at the highest level possible. I will promote a culture within the Sheriffs Office that has a servant’s heart at the forefront so that all employees will feel respected and empowered to do their jobs.
I started my law enforcement career as a patrol deputy and later as a Field Training Officer. I was on the Honor Guard & served as a K-9 Deputy with my K-9 partner “Benny”. While assigned to the Criminal Investigations Division Bureau I served as a Street Crimes Detective & a Narcotics Detective. After taking the sergeant test, I was promoted to sergeant where I served as a Patrol Sergeant & would later become the first sergeant assigned to our agency’s Aviation Unit. I was later assigned to Narcotics as the Sergeant for several years and then Sergeant over Homicide/ Violent Crimes. After testing I was promoted to the rank of Lieutenant and assumed the responsibilities over the Special Investigations Division which included Homicide/Violent Crimes, Crimes against Persons, Sex Crimes, Crimes against Children, Sex Offender, Internet Crimes Against Children, Intelligence, Forensics & Evidence. I also served on our agencies SWAT team for over 28 years, serving as an operator, assistant Team Leader, Team Leader and later the Team Commander.
When I was promoted to the rank of Major, I served as the commander over the entire Criminal Investigations Division, which included all the units listed above along with Financial Crimes, East Property, West Property, Robbery, Real Time Crime & Tourist Policing. I also oversaw the Special Operations Division which included K9, Ag Marine, Street Level Drug, O.N.I.B. & our personnel assigned to DEA, FBI, IRS, & MBI. I also oversaw the Special Enforcement Division, which included Aviation, Drone, Motors, DUI & Traffic. As the Major I also served as the agencies High Risk Incident Commander in command of the SWAT, Hostage Negotiations & Emergency Response Teams if they were deployed.
I have attended numerous training classes, Leadership Courses & schools while serving with the OCSO. I also obtained a master’s degree in criminal justice.
