Candidate's Statement

Having served two 4 year terms beginning January, 2015, as Treasurer of the IRC Hospital District, I am proud of what the Hospital District has accomplished during that time to improve the health of residents of the county while being fiscally responsible with taxpayer funds. Among the District acomplishements during the time period in which I played a central and instrumental role are:

1. Devloping an accountable prenatal, postpartum and gynecological service available to all women residents regardless of ability to pay for the purpose of healthy babies and healthy mothers. This service is funded primarily by the Hospital Distrcit in collaboration with CCIRH and IRC Healthy Start Coalition. Despite serving a population with a disproportionate amount of high risk pregnancies, outcomes for mothers and babies are generally superior to those statewide according to the latest available Health Department data.

2. Establishing a full service health center in Gifford with a pharmacy run by Treasure Coast Community Health replacing a limited pediatric only service that had evolved in the community. 

3. Bringing Cleveland Clinic to our county to operate our stand alone hospital, which likely would have not been viable long term or even short term given the Covid pandemic's affect on healthcare services.

4. Having been Treasurer during my entire tenure as Trustee, the substantial expansion and improvement of healthcare services has been accomplished while reducing the tax millage rate by 42% through the upcoming fiscal year. The millage rate will not be higher than .5774 in the 2022/23 budget down from .99 in fiscal year 2016 when the Trustees began a concerted effort to improve the patient outcomes at Indian River Medical Center while remaining fiscally responsible. While part of this improvement in millage rater is certainly due to rising appraised property values, it is also true that the Indian River Hospital District is the only taxing authority to have reduced its millage rate by any amount during the period, much less by 42%! To me, this quite an achievement for the District. 

I trust these and other actions taken over the last 2 terms are sufficient to earn the vote of the electorate for me to return for a third time dedicated to improving the health of all residens of the county.

My primary purpose for running for a third term is to play a role in helping Cleveland Clinic Indian River Hospital complete its transition to becoming an extraordinary patient centered healthcare facility serving our residents. They have an excellent international brand, and I want to assist as necessary to be certain that the international reputation for excellence is delivered here in Indian River County.
