THE CONSTITUTION

Both the Florida Constitution and the Constitution of the United States are the basis of our government and the highest law of the land.  The Constitution grants us precious rights, such as the right to life, liberty, and property.  We must start to honor it.  The sheriff is a constitutional office with the duty to “keep the peace”, i.e., enforce the laws.  It is time for the Indian River County Sheriff to start doing this.

DRUG POLICY

Small time drug addicts should be given the option of private rehabilitation rather than arrest and criminal prosecution.

Law enforcement should no longer be involved in trafficking narcotics in violation of state and federal laws.  Law enforcement should start obeying the law as well as enforcing it, as is their sworn duty.

Members of drug cartels should be arrested and prosecuted on both the state and federal level.  Law enforcement personnel who are also members of drug cartels should also be charged with honest services fraud, dereliction of duty, civil rights violations, and other crimes of betraying the public trust.

FACTS:

1.  The US is in the throes of an opioid crisis.

2.  The US is flooded with illegal and harmful drugs.

3.  These drugs are harming our community.  They are harming drug addicts and users, as well as non-users.  There are thousands of innocent victims.

4.  Illegal drugs enter the US through the Mexican border as well as by sea.

5.  Law enforcement officers, judges, prosecutors, and other public officials are involved in narcotics trafficking.  There are numerous witnesses and some have testified under oath or under penalty of perjury.

6.  If our public officials were acting responsibly, our communities would not be flooded with illegal and harmful drugs.

7.  The media refuses to publish information regarding official misconduct because, as one journalist stated, “I have kids.  I don’t want to be found face down in a ditch.”  There are standing threats to media, whether expressed or implied.

8. We the people have the power to solve this problem by voting, running for office, communicating with our representatives, reporting misconduct, and taking legal action.

FAIR PAY FOR DEPUTIES AND EMPLOYEES

There should be an across-the-board pay raise for all sheriff’s staff, whether sworn or not.  Law enforcement personnel deserve a living wage.

Law enforcement personnel and other public officials who are participating or have participated in narcotics trafficking, civil rights abuses, and other crimes should be summarily let go, fired, terminated, or removed from office.  They should also be held accountable for their crimes.

POLICE UNIONS

Police unions are NOT labor unions.  Labor unions are organizations that stand up for workers’ rights through collective bargaining.  Some labor unions are corrupt, such as the Teamsters under Jimmy Hoffa.

Police unions, such as the Fraternal Order of Police, the Police Benevolent Society, etc., are mafia protection rackets.  They are open to corporations, management, non-employees, and the general public.  A donation to a police union is an illegal payment for police protection or a bribe to induce police to look the other way when a crime is committed.  Police have a duty to protect everyone equally under the law.  Police unions are unlawful organizations that run afoul of the RICO Act, the Civil Rights Act, and the Constitution.  They are sometimes involved in narcotics trafficking, real estate scams, and other crimes as well.  Law enforcement employees should not be allowed to join such criminal organizations.

COMMUNITY POLICING

Law enforcement officers should be respectful, courteous, upstanding, model citizens.  They should obey the law.  They should never lie, cover up the truth, or try to deceive the public.  They should end the practice of false arrest or arrest without probable cause.  They should end the practice of illegal stop and frisk.  They should end the practice of entrapment.  They should endeavor to create trust in the communities they serve.

All police agencies should adopt Sir Robert Peel’s Nine Principles of Policing.

PRINCIPLE 1 “The basic mission for which the police exist is to prevent crime and disorder.”

PRINCIPLE 2 “The ability of the police to perform their duties is dependent upon public approval of police actions.”

PRINCIPLE 3 “Police must secure the willing cooperation of the public in voluntary observance of the law to be able to secure and maintain the respect of the public.”

PRINCIPLE 4 “The degree of cooperation of the public that can be secured diminishes proportionately to the necessity of the use of physical force.”

PRINCIPLE 5 “Police seek and preserve public favor not by catering to the public opinion but by constantly demonstrating absolute impartial service to the law.”

PRINCIPLE 6 “Police use physical force to the extent necessary to secure observance of the law or to restore order only when the exercise of persuasion, advice and warning is found to be insufficient.”

PRINCIPLE 7 “Police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police; the police being only members of the public who are paid to give full-time attention to duties which are incumbent on every citizen in the interests of community welfare and existence.”

PRINCIPLE 8 “Police should always direct their action strictly towards their functions and never appear to usurp the powers of the judiciary.”

PRINCIPLE 9 “The test of police efficiency is the absence of crime and disorder, not the visible evidence of police action in dealing with it.”

FACT:

1.  Police misconduct is rampant in the US and especially in Florida.

2.  Police regularly lie and perjure themselves in judicial proceedings.  There are no consequences.  The offenders are rarely prosecuted or fired.

3.  Women and minorities are at a greater risk of police abuse.  Sexual harassment and sex crimes are regularly committed by sworn officers.  Unarmed men of color are often victims of excessive force and cold-blooded murder at the hands of police.

4.  False arrest (without probable cause) is a frequent occurrence. Again, women and minorities are targeted for false arrest and imprisonment.  Other targets include dissidents, political activists, concerned citizens, the poor, elderly, disabled, mentally disordered, and LGBT.

5.  Although police misconduct is prohibited by law, the police have been improperly immunized by corrupt courts and prosecutors.

6.  Police unions have exacerbated the problem.  Police unions are not labor unions.  They are illegal protection rackets, serving the interests of large corporate donors, often those involved in the prison/police industrial complex (private prisons, prison suppliers, telecommunications, purveyors of police equipment, etc.).  Regular citizens are denied police protection.  Small donors are given a modicum of police protection.  Corporate donors and insiders get full police protection in addition to a carte blanche to disobey the law without repercussion.

BLACK LIVES MATTER, ME TOO

Groups like Black Lives Matter, Color of Change, NAACP, LULAC, the Brennan Center for Justice, Courage Campaign, Women’s Policy Institute, Emily’s List, Me Too, and others must be given a seat at the table.  Criminal justice policy-making should include the voices of all members of the community, not just a select few.

HEALTH, NOT HEALTH CARE

Private industries and governments must stop poisoning people and destroying the public health.  If we implement this policy, there will be very little need for health care.  We must assure bodily integrity for all people.  We must end vaccine mandates and forcible drugging, which is occurring in mental health facilities and prisons.  The Baker Act is unconstitutional, as are any court orders that forcibly drug people without consent.  We must prevent or reduce pollution at its source, including chemicals, pharmaceuticals, tobacco smoke and vape, pesticides, smokestacks, sewage, wastewater, solid waste, and electro-pollution.

FACT:

1.  The US government has paid out over $4 billion in compensation for vaccine injuries through the National Vaccine Injury Compensation Program.

2.  The Supreme Court has ruled vaccines are “unavoidably unsafe.”   Bruesewitz v. Wyeth LLC, 562 U.S. 223 (2011).

3.  The FDA requires “black box” warnings for psychotropic medications because they can cause suicide, violent behavior, and a host of other serious side effects.

4.  The Hippocratic Oath says “First, do no harm.” 

5.  The 2004 Surgeon General’s Report concluded that smoking causes cancer.

6.  The WHO has classified tobacco smoke as a Group 1 known carcinogen.

7.  The National Toxicology Program (NTP) conducted a $25 million taxpayer-funded scientific study which found clear evidence that EMF radiation causes cancer.

GUN POLICY

Attempting to ban or confiscate guns is misguided policy.  Background checks are not the answer.  Guns are not the problem.  Instead, we should be addressing the root cause of officer misconduct and mass shootings.

FACT:

1.  The total number of shootings per capita in the US has been falling steadily for several decades, yet police shootings and mass shootings are becoming more ubiquitous.

2.  Psychotropic drugs, pharmaceuticals, and illegal drug use has been connected to many mass shootings.  EMF radiation has been shown to exacerbate the effects of these drugs and other toxins.

3.  The CIA has produced mass shooters through disreputable secret programs such as MK Ultra, Project Monarch, and others.  These programs use drugs and EMF radiation for mind control. The CIA continues to unlawfully operate these secret programs.

4.  EMF exposure has been increasing rapidly since the 1990s.  Incidents of mass shooting and police shootings have mirrored this growth.

5.  The number of guns owned by civilians does not correspond with the trend in gun violence. Most civilian gun owners are law abiding.

6.  The number of police shootings is climbing rapidly, keeping pace with the increase in EMF exposure.  Police endure high EMF exposure emitting from their equipment.  Police are also at a higher risk of drug addiction because of police agencies’ involvement in drug cartels.
