Candidate's Statement

 

Commissioner Norman E. Feder (pronounced “Feeder”) is seeking your continued support as he seeks re-election to District 3 of the North Collier Fire Control and Rescue District.   As the prior Chairman and current Vice Chairman, Commissioner Feder has consistently kept his campaign pledge, over the past 12 years, to pursue mutually beneficial consolidation, streamline the Fire Permitting and Inspection process and encourage greater public involvement.  His leadership in advancing the voter approved consolidation of the former North Naples and the Big Corkscrew Districts into the current North Collier Fire Control and Rescue District has led to increased service levels with cost savings.

Commissioner Feder has served the community by applying his proven leadership, strategic planning and organizational management skills during a distinguished 35-year career in State and County Senior Management.  In 2000, Mr. Feder took on the challenge of serving as Collier County’s first Transportation Administrator.  After years of rapid growth with no infrastructure improvements, Mr. Feder led the construction of over 240 new and expanded lane miles of roadway, established the Collier Area Transit (CAT) System and enhanced operations and maintenance of the network.  The backlog of congested roads was addressed, and travel times were reduced on landscaped boulevards that enhanced property values while maintaining the character of the community.  Major accomplishments included construction of the Golden Gate Parkway Overpass, development of the Livingston Road corridor, expanded bike and pedestrian pathways,median landscapping and the Water Quality Park and other stormwater improvements.  Mr. Feder oversaw the consolidation of the Transportation and Community Development Divisions into the current Growth Management Division to reduce costs while maintaining effective service levels. When he retired from the County in 2012, the Board of County Commissioners named the Transportation Services Building in his name.

Prior to his work with the County, Mr. Feder served as District Director for the Florida Department of Transportation (FDOT) and opened the Southwest Urban Office in Ft. Myers. While in Tallahassee, he served as the FDOT Policy Planning Manager and as legislative liaison. He was directly ivolved in the re-write of the Florida Transportation Code and development of the State Comprehensive Plan. He also was a Senior Planner in the Office for two Governors and for the Division of State Planning.

Commissioner Feder holds a master’s degree in planning from Florida State University and is a Past President for the Greater Naples Leadership Organization. Throughout his public service he has been recognized as “Feder is a Proven Leader”.
