Candidate's Statement

Dear Registered Voter Taxpayers(RVT):

     I have devoted my professional life to property appraisal: “Once the locomotive leaves the station it does not stop till it reaches the destination: Collier County Appraiser.”

This analogy: by Rick is as he is a fact-finding dynamo still in transit to his destination. He has devoted his professional life of property appraisal with the Appraisal Institute as the most rigorous property appraisal organization. Since graduation (May 1973) from University of Montana, average of 18-credit hours for a Bachelor of Science Diploma: Business, Finance, Personnel Management, Real Estate & General Business).

First post graduate employment: Deer Lodge County (Property Tax) Appraiser in Montana. To the present: 15-county Florida fee appraiser as in 13-states. Principal: Richard Lussy & Associates et al appraisal firms.

     I have to date, not found a legal path to Collier Appraiser given the required honesty of the advertised prior published public records during the 2016 & 2020 similar elections. With no galumphing (read: moving heavily or clumsily) I promise to work in sanctuary Collier County as the County Commission approved on August 22, 2023 it to be a sanctuary: Bill of Rights FOR EVERYONE. As this is a supplement to enforce the December 15, 1791 Bill of Rights to vote.

Purpose of this bio is first: to relegate all Collier County appraisal business public records as tax paid for all public employees. With Lee County no public record exist in Collier County Property Appraisal Office public service voters. To represent Collier County voters.

Second: the Attorney General’s Sunshine Government in the Sunshine Law Manual is for public officials, not for Candidates routine standard-of-care. Please take notice.

Third: elementary school knowledge requires this correction. From: www.collierappraiser.com To: www.colierappraiser.org as this is a government paid service. Not-a-for-profit-business dot.com. This bio includes this as a necessary correction these 33-years an honest -disclosure in real time.

Fourth: I will take paid yearly vacations from this office of Collier County Property Appraiser so to protect the public purpose interest allowing outside oversight. i.e. “Save-A Lot” grocery store formerly at 3725 Tamiami Trail E, Naples, closed after manager was forced to take a vacation. In that case study different outside oversight found: $85K+/- embezzled. This is important to retain honesty.

Fifth: The Collier County Tax Roll Summary: 2016 tax year $102-Billion to 2023 tax year $222-Billion is to be corrected so as not to misrepresent-confuse voters. This is a definition of terms: Market Value (defined willing sellers) tax base is a misrepresentation. The standard-of-care requirement for this Collier County Property appraisal Office:  “Just/Assessed” Value- is defined as unwilling sellers. Again the Final Tax Roll Summary Information for 33-years confuses the voters equating market value with assessed value. The unwilling seller just/assessed value is in error & for 33-years misrepresented to be "market" value. Why so? The differential is 15-percent impaccting decision makers. 

Sixth: I will not use lawyers to obstruct public information essential for voters before casting their votes on or before August 20, 2024..

 A supreme oath of loyalty to this Constitutional Collier County Property Appraisal office is as the public “servant.” The supreme behavior standard of care reqlies on knowledge & tried-&-true experience. This Stand-Your-Ground §776.032(1)[1] Florida Statute recognizes the right to make a living with supreme behavior of knowledge & experience without hate crimes §775.085(1)(a)(1) Florida Statute, for those of us over 66-years of age. .
