Candidate's Statement

Hello Harmony,

My name is Teresa Kramer and I want to serve as your Seat 5 Supervisor on the Harmony Community Development District (CDD) Board.  Harmony is a special community, built on the principle of living with and in nature and I want to help keep it that way. 

I am a wife, mother of two, grandmother of six and retired attorney. My son, Justin, and his family have lived in Harmony for 10 years, and my husband, Kim, and I moved here to be closer to our two beautiful grandchildren.  We love every minute we spend with them here: boating, fishing, hiking, exploring plants and animals and getting to experience all that Harmony offers. 

My interest in community service began not far from here in Brevard County, where I served as Water Resources Planner, Environmental Planner, and then as Director of the Office of Natural Resources Management.   During this time, I oversaw the protection of the County’s natural environment, the Beach and Riverfront Acquisition Program, and development of the Stormwater Utility. In these roles I learned the importance of responsible stewardship of community resources.  I learned that good policy and proper planning were key to protecting and maintaining these resources.

My focus on service continued when I became a trial attorney and trained mediator for the State of Florida, protecting abused children, and rising to the position of Assistant General Counsel.  My knowledge and skills in the law and mediation will enable me to work with both residents, local business owners, and developers.

The Harmony CDD Board is responsible for an annual budget of almost $4 million dollars and for the management and maintenance of approximately 350 acres of property, extensive amenities, and infrastructure which includes Harmony’s stormwater system and alleys.  For this reason, it is important to select the best qualified candidate to handle these major responsibilities for our community.   

I want to help the Harmony community by:

·       Developing a long-range plan to ensure that Harmony’s existing amenities and infrastructure are maintained to the high standard that the Community has come to expect;

·       Improving the procedure that we use to select contractors and oversee their work, thus avoiding additional legal actions;

·       Making our public meetings more welcoming and treat both residents and CDD Board members with respect;

·       Providing effective, efficient leadership that offers:

o   opportunities for residents to participate and share their expertise to improve Harmony; and

o   the peace of mind in knowing that the CDD leadership is listening and acting on their behalf.

I pledge to provide our community with ethical leadership and fiscal responsibility.
