Candidate's Statement

My name is Clay Goolsby, your candidate for Hamilton County Property Appraiser. I am the grandson of O’Neal and Thero Goolsby, & the son of their daughter Libby. I was BORN & RAISED here in Hamilton County, & outside of a few short periods of time as a child I have lived in Hamilton County all my life, this is my home, & there is nowhere else on this earth that I would rather live.

My family has a deep-rooted & enduring heritage here in Hamilton County, & I represent the sixth generation of that long lineage. I love this county, its people, & I love what it stands for. To me, its counties like ours that serve not only as the glue, but the very fiber needed to sustain conservative values we all hold dear, where we believe in faith, family, love, and hope, ever lit by the light of God’s Endearing Love.

I graduated from Hamilton Co High School in 1984, then in 2016 I graduated with the highest of honors from North Florida Community College with an Associate of Science degree, in Business Administration with emphasis on Accounting and Budgeting Operations Management. Finaly, in 2018 I graduated with the highest of honors from Saint Leo University with a bachelor’s degree in Business Administration with specialization in Project Management.

For 32 years I have been married to the love of my life, Valerie Jones-Goolsby, & together we have two children, Johnathon & Elizabeth, both of whom we are very proud.

With the upcoming retirement of our current Property Appraiser, on August 20th our county will elect a new leader for this highly important office. Among the candidates, I am the ONLY one who brings you 16 years of experience in the operation of the ENTIRE Property Appraiser’s office, additionally I offer over 20 years of practical business administration experience working with one of the largest producers of plant & animal nutrients in the world.   

During my 16 years of service in the office I worked as a Field Appraiser, an Agricultural Classification and Evaluations Specialist, a Mapper, a Geographic Information Systems (GIS) Developer & Analyst, a Customer Care Provider, an Office Operations Assistant, & about anything else in between. In the end, there are not many areas of the office operations that I do not have experience in, & that are not second nature to me.

During my time of service, I was also a member of the International Association of Assessing Officers & the Florida Association of Cadastral Mappers where I successfully completed all the educational requirements needed to become a Certified Florida Evaluator, & a Certified Cadastralist of Florida.

All these roles, responsibilities and teachings gave me the skills, knowledge, expertise, & hands on experience required to effectively & efficiently carry out the duties of the office, and TO BECOME THE NEXT PROPERTY APPRAISER. 

As Property Appraiser I understand that I will be required to assess all tangible and real property in the county as mandated by the laws of this state, BUT I will NEVER lose sight of the fact that I MUST VALUE & APPRECIATE what matters most…which is YOU, the people of Hamilton County.

Now as our county dawns on a new day, we as voters have a huge decision to make in who will be the next Property Appraiser. Ladies & gentlemen, make no mistake, the Property Appraisers office is a business & as such we need a person who can run it accordingly.

The new Property Appraiser should be one who is highly organized, resourceful, solution minded, detail oriented & has firsthand knowledge & experience in carefully managing office operations, human resources, finances, & large-scale budgets with the same stewardship principles they would if it was their own private business, judiciously managing each tax dollar in the same manner they would if it was their own money.

Additionally, we need a positive proactive leader who possesses a comprehensive understanding of the inner workings of the ENTIRE Property Appraiser’s office, the educational credentials, the business sense, & MOST IMPORTANTLY, a heart for service to the people of Hamilton County, which is the driving factor in me seeking this office.

All these qualities are absolute musts & WILL be required to SEAMLESSLY transform the Property Appraiser’s office into that new era. I have all those qualities, & I am ready to put my extensive background of Property Appraiser related & over 20 years of business administration experience to work for you.
