Candidate's Statement

I’ll Start by Getting These Accomplished. Bylaws, finally after 60 years: I believe Commissioners must live within the E. Flagler Mosquito District. Only one of the three elected Commissioners from a household, to avoid Sunshine Law conflicts. Limit all, but especially consecutive, missed meetings. No “telephone attending” from a remote residence. All seem obvious, but abuse between 2008-2012 has been extensive. (Ask the current Seat 3 holder.) Set-up Internships for high achieving Daytona State College and dual enrollment biology majors as well as IT majors. From my compensation, I’ll fund grants so some biology interns can take UF’s outstanding mosquito-related courses. Then they can teach others and educate residents. Some valuable web site material is current. Other areas are untouched since about 2007 and need an IT intern’s skills. Statutes require Commissioners to plan long-term. Joe Cash has served as a great Entomologist and Director for 35 years and will into the future, but a succession plan is needed. Facilities are old and inadequate; planning alternates to change that will be a comfortable challenge for me to lead. Education: Undergrad/Grad: Science, engineering, marketing: SUNY, Bard, Rensselaer, Columbia, NYU, Harvard, UF. Career: When a grad engineering student, I worked on a grant critical to launching ultra-powerful rockets. Moving to the private sector, at Union Carbide I continued my love for science by working on the development and introduction of silicones. Then at Carlisle Corporation I developed products and markets for DuPont’s Teflon. Still popular is my 1960\'s application development of using Teflon tape to wrap threaded pipe connections. I then founded Caroe Marketing, Inc., which served many long-term clients with high tech products. Capitalized billings grew to multi-million-$/year. Total client sales grew to $2-billion/year. Last, in Florida I co-founded RoboSys to design and build large, fast, ultra-precise assembly robotic systems and software. Why Vote for Ed Caroe? None of the other three Seat 3 candidates took college courses in invertebrate biology (includes bugs). No other had a career where setting goals, directions, priorities and budgets for many client products and services was a basic responsibility. Plus I am the only candidate with decades of experience in selecting, hiring and motivating both technical and business Managers. Many can learn to oversee a group or department – with oversight by a Director. Very few can sustain the drive and dedication it takes to be a career Director like Joe Cash, our anti-mosquito gem here for 35 years, but likely to retire all too soon. Joe is well entitled to retire, but Commissioners must select his replacement! Over the past 60 years, the most productive Commissioners have utilized their education, experience and dedication to achieve East Flagler’s anti-mosquito success. Others just attended a meeting each month, voted “Yes” a few times to what the Director proposed, and happily took their compensation, which now is $400 a month. Count on Ed Caroe to rank high in the “productive” category. I have been a community leader for years. When Palm Coast proposed a $22 million dollar city hall, I organized Republicans, Democrats and Independents. Together, we convinced 82% of voters to kill the project for the present. I conceived and funded Children’s Memorial Garden, a quiet place to “Rest, Reflect, and Recall Special Memories”along the intra-coastal waterway, just north of Waterfront Park. Palm Coast’s Council approved building it in 2009, as long as there would be zero City cost for any purchase. For many years in the 1990\'s, I was volunteer chair of Flagler’s Environmental Task Force. Acquiring (by grants) and preserving beautiful lands in Flagler was its focus. Princess Place, Rails to Trails, Ocean to River Preserve and Bings Landing (formerly Mala Compra Plantation) were among our accomplishments. With essential help from Dr. Jim Guines, I successfully pushed hard to acquire the land to the south of Bings Landing, which contains the foundation for the plantation’s slave quarters. That amazing historical site, which brings important history to a Flagler location all can visit, has been examined, documented and re-covered to protect it until there are funds to develop it. Under my leadership, our federal government was convinced to approve and establish only the 23rd National Estuarian Research Reserve in all of the USA. Visit its facilities near Marineland. I also served on Flagler Park & Rec, P.C. Leisure Services and have been a Flagler Master Gardener. Notice the blend of science, engineering, marketing, business management and in-depth community service in everything I have accomplished.
