Candidate's Statement

I am Wayne Martin and I am running for Hacienda Lakes Community Development District (HLCDD) Seat Four (4) and I am asking for your vote. My wife Deborah and I have lived in Esplanade at Hacienda Lakes for six years as full-time residents. 

 

In my visiting with neighbors some have no idea what the HLCDD is. So, I thought it important to explain just what the HLCDD is. First it is made up of the communities of Azure Hacienda Lakes, and Sapphire Cove.  

 

The Hacienda Lakes Community Development District was formed in 2012 by the Collier County Board of County Commissioners. The District was formed to provide infrastructure and services to the Hacienda Lakes community. The District’s main powers are to plan, finance, construct, operate and maintain the community-wide infrastructure and services specifically for the benefit of its residents. The District encompasses 391.06 acres (about half the area of Central Park in New York City).

  

The District is governed by a 5-member Board of Supervisors, which is elected initially by the landowners then ultimately by the residents. The District’s business is conducted in the Sunshine, which means all of the meetings and records are open to the public. Public hearings are held on District Assessments, and the District’s budget is subject to annual independent audit.  The cost to operate a District is shared by those who benefit from its services.  

 

Landscaping Maintenance: Maintenance of all plant materials and irrigation systems within the community’s common areas, parks, and rights-of-ways are provided by the District’s subcontracted landscape team. (Rattlesnake Hammock Road) 

Lake Maintenance: The district contracts with a private firm to keep our lakes free from unwanted algae and vegetation, (and the Lake Banks) 

Stormwater Management: The lakes throughout Hacienda Lakes created to be both functional and beautiful. As part of the storm water management system, the lakes must meet state water quality standards and provide for flood control.  

Irrigation Water Supply System: The District provides a non-potable water supply for the irrigation systems in the District common areas directly from lakes.  The lake levels fluctuate with the Florida seasons.  It is very full during the summer rainy season and the level drops during the dry winter season. The lake and water management system are also replenished from a well that is monitored and maintained by the District. 

Street sweeping: Street sweeping is provided for all community roads. (Rattlesnake Hammock Road) In the future, Individual neighborhoods may execute an agreement to have the District sweep their streets. 

Monument Maintenance: The District cleans and paints the monument signs at the community entrance. (Rattlesnake and Collier). Residential neighborhoods and commercial complexes are responsible for maintaining their own signage.

I arrived in Naples the first time in 1975 and have watched the community grow. I have always kept up on what is going on. When seat 4 of the HLCDD opened I decided to run to be sure the HLCDD is accountable to the homeowners. 

 

I have served in Public Safety for over 40 years. In all positions from Firefighter to Fire Chief Emergency Management Director. I have also served in the private sector as Chief Operating Officer and Entrepreneur. I hold a Bachelor's Degree in Public Administration and from Eckerd College and a Master's of Science in Executive Fire Service Leadership. I have earned my Executive Fire Officer (EFO) from the National Fire Academy. Much of my time has ben spent as an Adjunct Instructor at community colleges and the University of Central Florida.

As a community we worked together to ensure that Fire Station 25 on Hacienda Lakes Parkway (Lords Way) was staffed 24/7 with Firefighters. It took almost a year, but our persistence made it happen. We also worked together and secured concessions from the developer for the senior housing project. 
 

I am here to serve the community that makes up the HLCDD and I am asking for you vote for the Hacienda Lake Community Development District Board of Supervisors Seat four (4).
