Candidate's Statement

I retired from Collier County Government in August 2011, after over 30 years of employment. I was elected in 2012 to serve as Fire Commissioner for the East Naples Fire District, and I currently serve as the Chairman of the newly consolidated Greater Naples Fire District. I am a fifth generation Florida native. My family moved to Naples in 1966. I currently serve as the Junior Warden of Trinity by the Cove Episcopal Church where I attended during my childhood years. 

 Summary

•  Self-starter with almost 40 years of Emergency Services experience.

•  11 years of management experience as the Chief of Collier County EMS.

• Involvement in a variety of both State and National committees and associations.

• Experience and the ability to effectively negotiate and mediate labor agreements.

•  Thorough knowledge of, and the ability to apply, contemporary administrative practices.

• Strong background in Management, Emergency Medical Services, Hazardous Materials training, andIncident Command.

• Understanding regulatory protocols such as HIPAA, FLSA, FMLA, Medicare, Medicaid, Florida Statutes,and Administrative Code.

 Since my election in 2012, I have been elected the Chairman of the board 5 times in the past 7 years. During this time we have facilitated the consolidation of two independent special fire districts (East Naples and Golden Gate) and two county owned MSTU fire districts (Isles of Capri), and District 1, resulting in a lowering of millage rates, reductions in duplicate management positions, negotiation of a single labor agreement and expansion of fire rescue services and programs.  We are currently working to add another county owned MSTU fire district (Ochopee) to the combined Greater Naples Fire organization.  We have also facilitated the development and implementation of a strategic plan for the new combined organization.
