Candidate's Statement

Vince’s Father emigrated from Columbia to the U.S. with little more than $300 in his pocket and a dream. He eventually established Serrano Paint and Body, which is still in business today on the West side of Jacksonville. Vince grew up working side-by-side with his Father in the family business. In July of 1995, Vince and his wife Vanice started ASAP Towing & Storage with one truck, and the business has grown to be recognized as one of Inc. Magazine’s Top 5000 Small Businesses since 2008. ASAP is still family run, and now one of Vince’s three daughters is part of the business. Vince was born and raised in West Jacksonville, where he graduated from Forrest High School. He is a proud veteran of the U.S. Army, serving on active military duty from 1983 to 1987 as a Morse code interceptor. He served in a remote area 350 north of Tokyo at Misawa Japan. After a 15-month tour, he elected to join and become an 82nd Airborne Ranger, where he served with the 313th Military Intelligence Battalion. Vince was promoted to the rank of E5-Sergeant in less than three years. He also served as an Army Reservist for two years after active duty. Individually, and through ASAP Towing & Storage, Vince has supported many local community and charitable organizations with time, in-kind donations, and charitable contributions. Vince has served as the President of the Jacksonville Wrecker Association. During his tenure with the organization, Vince worked closely with Councilman Art Shad and Councilman Daniel Davis to craft and pass legislation to “clean up” the local towing industry and to protect consumers from price gouging. Vince has always taken a “common sense” approach to life and business, and his goal is to bring that common sense to Jacksonville’s City Council. His passion is to use common sense to get city spending under control, to attract more businesses, and to bring additional jobs to Jacksonville.
