Candidate's Statement

Hello, I am Leslie Rossway Swan and I am running for my second term as Supervisor of Elections. Experience is paramount when overseeing the elections process. I have been involved with the planning and implementation of 23 elections in Indian River County. During my eleven-year tenure at the Elections Office, I have served as Voter Outreach Coordinator and Assistant Supervisor of Elections. “I am not a politician. I am an election professional dedicated to serving the public” and I pledge that the services provided by the Elections Office will continue to be administered in an impartial and non-partisan manner. I have earned the coveted CERA designation as a Certified Elections & Registration Administrator, one of 860 out of 21,000 election officials nationwide. Recently I attained the designation of Master Florida Certified Elections Professional (MFCEP) which is awarded to elections officials who complete the Florida Certified Election Professional Training Program. “I believe that today’s professionals must commit to a life-long learning philosophy to stay current with the latest developments, skills, and new technologies.” Making improvements to the Elections Office by implementing common-sense ideas and acquiring state-of-the-art technology has been my focus. I recently upgraded the county’s electronic poll books used to efficiently check-in voters and prevent voter fraud. A new absentee ballot addressing system and bulk mailing software has been instituted to reduce labor costs and achieve the lowest postage rates. Safeguarding tax payer dollars has always been a top priority. During my first term in office, I consolidated Election Day polling locations from 35 to 22, saving taxpayers $122,000. Through a collaborative effort with the Sheriff, poll worker training manuals are printed by the Sheriff’s inmate vocation print shop, saving thousands of dollars in printing costs. An innovative program introduced during my first term was the “Ride & Register” program which received national recognition. This program was a collaborative effort with the GoLine, the county’s only public transit system. Elections staff traveled each of the 14 countywide bus routes, providing riders the opportunity to register to vote or update their voter information. Giving my time to charitable and community service organizations is a passion of mine. My husband, Michael, and I served as the 2015 Co-Chairs for the IRC United Way Campaign. We led teams of volunteers and raised the highest contribution total in United Way history. In 2014, I was honored to receive the Taxpayer’s Association of IRC “Ted Brown Award” for outstanding volunteerism. I am a graduate of Vero Beach High School and the University of Florida, where I received a BS Degree in Public Relations with a minor in Business. I also earned an AS Degree in Interior Design Technology. I have been married for 30 years to my husband, Michael Swan, a partner in the law firm of Rossway Swan Tierney Barry, and we have three adult children; Trenton, Lauren and Courtney.
