Candidate's Statement

Dr. Scott Hebert

A Pillar of Educational Excellence in Citrus County

With a remarkable career that spans over three decades, Dr. Scott Hebert has worn many hats within the Citrus County School District.  He has transformed from a passionate teacher to a visionary leader who has shaped and continues to shape the educational landscape.

From Classroom to Leadership:

Dr. Hebert's journey in education began in the 1990s when he first started teaching in middle school before transitioning to elementary education, where he taught several different grade levels.  His excellence as a teacher was seen early on; he earned the title of "Citrus County Teacher of the Year" while at IPS in 1999.  Later that year, he was named the “1999 Florida's Teacher of the Year”.  Dr. Hebert eventually became a school counselor before taking on leadership roles.  He became an assistant principal and then a principal.  

Shaping the District's Future:

After nine years of leading schools, Dr. Hebert's influence expanded to the district office where he became the Director of Area Schools and Elementary Education.  After spearheading several crucial initiatives, he then joined the Superintendent's Executive Team as Chief Academic Officer in charge of the entire district's educational services team. Currently, as Assistant Superintendent of School Operations, Dr. Hebert helps manage a $320 million dollar budget, 2,400 employees, and 16,000 students.

A Scholar's Journey:

Dr. Hebert's dedication to lifelong learning is evident in his academic achievements. He holds a Bachelor of Science in elementary education from Slippery Rock University of Pennsylvania and a master's degree in educational leadership from Nova Southeastern University. His pursuit of knowledge continued with a Specialist Degree in guidance and counseling from Argosy University.  His crowning achievement is earning his doctorate in educational leadership from Florida Southern College.

Shaping Educational Leaders in Florida:

Dr. Hebert's passion for education extends beyond Citrus County. As an adjunct professor at Florida Southern College, he has taught curriculum studies to educators seeking a master’s degree.  Currently, he guides doctoral students through policy and leadership classes. He also serves as a dissertation chair—one of the final stops before a student earns a EdD.  Dr. Hebert is shaping the next generation of educational leaders throughout the state of Florida. 

A Community Leader:

Dr. Hebert's leadership extends beyond the classroom walls. He actively contributes to various educational organizations, serving as the vice-president of the Florida Organization of Instructional Leadership and the secretary of the Florida Educational Research Association.  In Citrus County, Dr. Hebert actively participates in non-profit boards such as Citrus County Blessings, Suncoast YMCA, and the Citrus County Education Foundation. Furthermore, he is a committed member of the Inverness Rotary Club, exemplifying the spirit of service.

Accolades and Recognition:

Dr. Hebert's dedication has garnered him numerous accolades. He was named Florida's 1999 Teacher of the Year.  Since then, he has been inducted into the Florida Educators Hall of Fame. These honors affirm his dedication to fostering educational excellence and innovation.

A Visionary for the Future:

Dr. Hebert's leadership philosophy centers on open collaboration with teachers, students, parents, and the community. He champions a conducive learning environment—free from distractions—where every student thrives and where every student will learn the skills and knowledge necessary to navigate an ever-changing world. 

Dr. Hebert's unwavering dedication to student success and his visionary leadership solidify him as a cornerstone of the Citrus County educational community.
