
Hello, my name is Phyllis Dixon and I welcome you to my candidate profile for Homosassa Special Water District Seat 4. I have been a Citrus County resident since 1989. After losing our home in Crystal River to the "No Name" storm in March 1993, my husband, Chuck, and I relocated to Riverhaven Village in Homosassa.
I am a nuclear engineer and have held a variety of positions in design and systems engineering, quality assurance, training, and regulatory affairs at the Crystal River nuclear plant. As an engineer, I am familiar with the design , construction, operation, and maintenance of water delivery systems and with the chemical analysis performed to verify water quality. I have experience with environmental permitting and understand how both the process works and how the health of our aquifer and flow of our groundwater and rivers are all inter-related. I have also developed and managed both operating and maintenance and capital budgets and have experience in the writing and issuance of bid specifications and contract development. One of my strengths is problem solving, with a focus on finding cost-effective solutions. I believe stakeholder relations are critical to the success of the Homosassa Special Water District, and that we must maintain healthy relationships first with our customers, then with Citrus County government, Southwest Florida Water Management District, and the State of Florida.
My community involvement includes previous roles in a volunteer capacity on the Crystal River Zoning Board of Adjustments, the Board of Directors for the Academy of Environmental Science, the Homosassa Elementary Blue Ribbon Committee, the Lecanto Middle School Advisory Council, the Homosassa Learning Center Board, and the United Way of Citrus County Board of Directors. I am currently a member of the United Way Womens Leadership Council.
My husband, Chuck, is currently the Planning and Growth Management Director for Citrus County schools and previously held the position of Planning Director with Citrus County. We have two children, Jacqueline, a 2011 graduate of Lecanto High School, who is currently a student at Boston University School of Law; and Caroline, a 2016 graduate of Crystal River High School, who is currently a student at Florida State University.
Both of our children grew up on the exceptional water provided by the Homosassa Special Water District. It is my sincere desire to help assure the Water District is able to continue to provide a high quality, reliable supply of affordably priced water for generations to come.
