Candidate's Statement

I am proud to announce my candidacy for Sheriff and I will serve the community as I have for the last three decades. My priorities will be \"Service to the Community\" and to assure that all employees \"Treat people like they would like to be treated\". My 30 plus years of civilian and military law enforcement experience, training, leadership and management skills more than qualify me to be your next Sheriff. I was born in Brooklyn, NY on July 6, 1960, then moved to Deer park, Long Island as a child. In 1973 my family moved to Florida when my father retired from the NYC Police Department. I am married to Erica Klyap and have three wonderful children Michael Klyap III, Charles Reagan Klyap and Ethan Hamm. I have resided in Citrus County for over 25 years. Law enforcement assignments include Communication & Corrections Officer, Police officer- (NYCHPD), Patrol Officer, Deputy Sheriff /Community Resource officer, Corporal, Sergeant, Field Training Coordinator, Sergeant-Citrus County Special investigations Unit- (Multi-Jurisdictional Drug Task Force), Customs officer-(Blue Lightening Strike Force) Detective Sergeant and Support Services Lieutenant working directly under the Chief of Police. Experience in the U.S. Army include positions as a Military Policeman (MP),MP Investigator (MPI), MPI Chief, MP Team Leader, MP Squad Leader, Intelligence NCO, Operations Sergeant, MP Platoon Sergeant, Physical Security Specialists, Anti-Terrorism Manager, MP Team NCOIC, Instructor, Observer Controller, First Sergeant and assignment as Battalion Command Sergeant Major. Civilian training courses include but are not limited to the New York City Police Academy, Hillsborough C.C. Corrections Academy, Pasco Hernando Police Academy, Drug Enforcement Administration Dangerous Drugs/ Narcotic Course,Response to Terrorism, Hostage negotiations and Recovery, Basic SWAT, Narcotics ID and investigations- (Lead Instructor CFCC), Tactical Drug Operations, Police Supervision, Middle Management, Grant writing and Managing the Accreditation Process. Instructor courses include Weapons of Mass Destruction - (LSU), Instructor techniques, Defensive Tactics, Human Diversity, Expandable Baton, O/C Pepper Spray, Firearms, Use of Force Simulation, Less than lethal, Weapon retention and wellness. Patrol, Investigative and leadership training includes but are not limited to Field Training Officer, Middle management, Building and maintaining a Sound Behavioral Climate, Officer Discipline, Major Crime investigations, Criminal Law, Injury and Death Investigations, Investigative Interviews, Lawful Raids, Officer Survival, Safe and legal Traffic Stops, Special Tactical Problems, Community Oriented Policing (COP), Intergrading COP and Problem Solving, Citizens, Officials and COPS, COPS and the Community, Preventing Crime in the Black Community. Military Courses include but are not limited to basic training, MP School, MP Investigations, Primary Leadership,Basic Non Commission Officer Course, Advanced NCO Course, Senior Law Enforcement, Physical Security, Anti-terrorism Manager and First Sergeant Course. During my career I have patrolled the streets of Crystal River, Citrus County and the highest crime areas in the City of New York. I have worked undercover operations throughout the State of Florida and have been responsible for arresting and charging criminals within our county with thousands of criminal offenses. Offenses include Murder, Armed Robbery, Sexual Battery, Sale and Possession of Controlled Substances, etc. I have prided myself in solving problems within the community through community policing initiatives, open dialogue and most importantly giving and gaining respect from those I serve. This was achieved by treating people like I would like to be treated. Administratively, I have established career development programs for officers to prepare themselves for career advancement,instructed and supervised officers in high liability areas of law enforcement such as traffic stops, firearms, building entries, responding to calls, domestic violence and officer survival. As a Support Services Lieutenant working under the Chief of Police, I developed policy and procedure on Use of Force, vehicle pursuits, Code of ethics, forfeitures, U/C OPS etc. Responsible for writing and acquiring grants for personnel, weapons equipment and volunteer programs. My commitment as Sheriff is to keep our citizens safe, submit a budget based on needs not wants and to provide all employees with a fair and equal opportunity to advance. The public wants the most qualified professional to look out for their safety and I am that person. As Sheriff, I pledge to keep politics and the influence of big money out of this most prestigious office. A political party and influence of money should not make the Sheriff, the Sheriff\'s overall experience and convictions should make the Sheriff.
