Candidate's Statement

FRANK ZILAITIS PERSONAL Born April 11, 1960 in Pottsville, PA Raised in Frackville, PA Married to Marcelle Five children: Rachel, Charles, Samantha, Peter and Tabitha ETHICS/POLITICS I respect your time, talent and treasure as yours and yours alone. I stand for individual rights, personal responsibility, free market capitalism, minimum government and maximum freedom. In other words, I STAND FOR LIBERTY. CANDIDATE STATEMENT As District 4\'s representative on Brevard\'s Board of County Commissioners, I will utilize my education, training and over thirty years of domestic and international experience in engineering, program management and law to deal head-on with the fiscal issues that must be resolved if our county government is to properly serve its customers now and in the future. BASIC PROBLEM FACING COUNTY GOVERNMENT Brevard County\'s budget has a structural imbalance in that incremental revenues do not cover incremental expenses. There are a number of critical expenses, initiatives, capital equipment and capital needs that simply cannot be considered under the current budgeting structure. STRATEGIC PLAN I am excited about my Strategic Plan – BREVARD 2020. My vision when we awaken on January 1, 2020: - no federal income taxes; - no federal payroll taxes; - no state sales taxes; and - no property taxes. The aforementioned taxes would be replaced by a county-based sales tax on ALL goods and services sold at retail. By setting the sales tax rate against the anticipated increase in gross domestic product, we can cover the county\'s operating and capital expenses INCLUDING THOSE OF THE BREVARD PUBLIC SCHOOLS SYSTEM. Any federal or state services provided to us would be paid from the County Treasury. TACTICAL PLAN The road to Brevard 2020 begins by amending the Brevard County Charter during the 2015-16 charter review process and then presenting the amended charter to voters on the November 2016 General Election Ballot. Assuming the Brevard 2020 Charter is approved by voters, we will have four years to secure state and federal authorization to operate in accordance with the new Charter. In the interim and in order to face the reality of the present, it is necessary to take steps to remove the County government\'s involvement in a mixed economy. In other words, County government should stop doing things it has no business doing in what should be a free market economy. This means County government operations should be focused on having a competent and well-trained work force including law enforcement and fire/rescue that are best-in-class; and that the infrastructure (roads and bridges) is properly maintained and capable of meeting the demands of future growth. Critical tasks that must begin immediately: 1) Conduct a comprehensive review of the County Budget within the philosophical framework of the politics of free market capitalism and from a \"zero-based\" (vs. incremental [historical]) budgeting perspective; 2) Based upon 1) above, whether to sell Space Coast Stadium, privatize Brevard County Fire/Rescue and/or defund or reduce funding of the Economic Development Commission are some front and center issues; and 3) RESOLVE THE ISSUES! EDUCATION • JD – Quinnipiac University School of Law • MBA – University of Bridgeport • MSEE – University of Southern California • BSEE – Drexel University EMPLOYMENT AND PUBLIC SERVICE HISTORY • Owner and operator of Zilaitis Law, P.A. with over ten years of experience managing day-to-day operations of the firm and its predecessor entities while providing clients with high-quality personalized service in dealing with legal matters. • Presently serving citizens as Member of Brevard Public Schools Audit Committee. • Prior public service as Member of 2009-2010 Brevard County Charter Review Commission. • Prior service to Florida Bar Family Law Section as member of legislative and executive standing committees and Chairman of Parenting Bill Special Committee. • Organized, planned, directed and controlled multi-million dollar projects and programs associated with delivery of highly sophisticated products for use in military aircraft and civilian airport runway and taxiway traffic control during thirteen years of employment as a project engineer and program manager in Aerospace/Defense industry prior to legal career. SPECIAL QUALIFICATIONS • Familiar with federal, state and local laws and government operations as a result of: - Providing legal services to private clients; - Serving on Brevard Public Schools Audit Committee responsible for monitoring and controlling audit operations; - Having served on various professional committees within Florida Bar Family Law Section for purposes of improving marital and family laws; - Having served on Brevard County Charter Review Commission responsible for conducting the 2009-10 review of the county charter; and - Having served as an Assistant State Attorney in Brevard County.
