Candidate's Statement

Leslie Rossway Swan has officially announced her candidacy to remain the Indian River County Supervisor of Elections. As a long-time Vero Beach resident and Elections Office employee since 2004, Swan is uniquely qualified for the position because of her unparalleled experience and knowledge of the office. Swan was appointed Supervisor of Elections in March of 2011 when Governor Scott selected her from an extensive field of 13 candidates for the position. Swan has conducted 16 elections in Indian River County during the past 7 1/2 years. She has focused her attention on continually making improvements to the Elections Office by implementing common-sense ideas and acquiring state-of-the-art technology to better serve the voters of Indian River County. “As an elections official it is my duty and responsibility to ensure that your voting rights are protected and that you are confident that your vote is accurately cast and tabulated.” Swan is constantly at work enhancing public confidence in the election process and educating citizens of all ages. Swan believes, “The services brought to you by this office will always be administered in an impartial and non-partisan manner.” Swan is a designated Certified Elections/Registration Administrator (CERA), the highest professional designation available to elections and voter registration officials throughout the United States. CERA designation is achieved through a multi-year course of study conducted by the Election Center’s Professional Education Program which encompasses twelve core courses taught by the Master’s in Public Administration faculty of Auburn University. Swan is one of 677 Election Administrators (out of 21,000 nationwide) to receive CERA Certification. Swan’s prior experience working in the private sector for Eastman Kodak Company, her experience as the owner/president of Swan Interiors Incorporated, in addition to her elections expertise, make her distinctively qualified to continue to lead the Supervisor of Elections office. She has developed and managed a one million dollar budget and she has extensive knowledge in election law. “I will work diligently to conduct all elections in compliance with the election laws of Florida and ensure that every eligible voter has the opportunity to cast a ballot.” Swan states, “I am an elections professional dedicated to serving the public,not a politician.” In submitting her current 2011- 2012 Elections budget, Swan voluntarily cut her personal salary and benefits by over 20%. She also dramatically reduced office costs by eliminating the Assistant Supervisor of Elections position, consolidating polling locations, eliminating poll worker over-time pay during early voting by rotating work schedules, cutting in half the cost of voter information cards, and reducing the cost of printing county-wide sample ballots. Through her cost cutting efforts, Swan returned to the Board of County Commissioners over $41,000 from her 2010 - 2011 budget. Swan is a staunch fiscal conservative who has implemented innovative ideas to save tax payer dollars. Swan has a strong belief in giving her time to community and charitable service organizations. She has served as a United Way Loaned Executive and a member of the United Way\'s Citizens Review Panel, the PTA President of Osceola Magnet and Coral Gables Elementary Schools, the President of the Coral Gables Junior Woman’s Club, a member of the Coral Gables War Memorial Youth Center Board of Directors, Vero Beach High School Girls’ Lacrosse Booster Club President, and a Designer for the Riverside Children’s Theatre Festival of Trees. Swan has also served on the First United Methodist Church mission teams to Nicaragua, Belize, Mexico, the Bahamas, and Honduras. She is a graduate of Vero Beach High School and the University of Florida, where she earned a Bachelor of Science degree from the College of Journalism and Communications with a minor in Business. She is extremely proud to be an inductee into the University of Florida’s prestigious Florida Blue Key Leadership Honorary Society. She has been married for 26 years to her husband, Michael Swan, a partner in the law firm of Rossway Moore Taylor & Swan. She has three children: Trent, a law student at the University of Miami; Lauren, a teacher with the Teach for America Program; and Courtney, a freshman attending the University of Virginia on a lacrosse scholarship.
